This study examines how adverse social determinants of health (SDOH) and large-scale structural shocks such as the COVID-19 pandemic affect population mental health, socio-economic status, subsequent education outcomes, and whether targeted health and social investments can mitigate these effects. Using a cross-city panel dataset spanning major global metropolitan regions, we analyze how variation in socioeconomic conditions (income instability, housing precocity, access to care, community infrastructure) predicts differences in child psychological well-being and educational performance. This paper specifically begins the United States of America (U.S.A) and Canada phase of the process before broadening the cross-section of other developed cities around the world. We employ multivariate OLS and fixed-effects regression models to estimate the relationship between SDOH indicators and human capital outcomes, while testing whether public investment in healthcare access, digital health tools (e.g., mobile Health, tele-mental health), and community-based supports moderates these associations. Preliminary trends suggest that children in areas with higher socioeconomic vulnerability experienced significantly worse post-pandemic mental health outcomes, while regions with stronger social safety nets and digital health access show smaller declines.The findings contribute to economic literature on human capital formation, health equity, and policy resilience, offering evidence that social and technological investments can reduce long-term productivity losses linked to early-life health shocks.
